Here is the best way to go about it: 

1.  Is the Wyoming charity legit - or another scam?  Answer this all-important question before doing anything else.
In every state - Wyoming included - there are frauds operating bogus 'charities.'  They are good at fooling you because they seem legit on the surface with professional web sites and seemingly good documentation.  But your vehicle and its proceeds never make it to the needy and there is no tax deduction for you (even though they'll give you a receipt).

As of this writing, Wyoming does not require charities or professional solicitors to register with the state.  So there are links below to online charity "watchdog" services. 

(In most states, solicitors are required to register with either the office
of the Secretary of State or the Attorney General.)

2. Is the Wyoming charity registered with the IRS?  It should be listed on IRS Publication 78 (link below) as an eligible charity.  Legitimate or not, the charity has to be registered with the IRS for you to get your car donation tax deduction.

3. Do you have the title to the vehicle?  Replacement titles can be gotten at the Wyoming Department of Transportation (link below).  It is here you will sign the vehicle's title over to the charity.

Regardless, at this point you should report them to the Wyoming State's Attorney General's Office as soon as possible. Let them figure it out from there.
